The report takes into consideration the most significant learning gathered from the three inspections of the local authority areas, with a focus on criminal exploitation of children. The report recognises that much has been done by agencies to address child sexual exploitation, but that there opportunities to learn from the past in how we respond to criminal exploitation of children and county lines. 

The key findings from the JTAIs highlighted:

  • All children are vulnerable to exploitation, not just specific groups
  • Children's needs and safety must come first
  • Well-trained practitioners need to respond to the range of risks they face and 'stay with' the child
  • Not all agencies in local areas are sharing their intelligence to enable them to recognise, understand and respond to the risks of exploitation to the children

A whole-system approach is required to address the perpetrators and to protect and support victims, which means engagement across:

  • The whole council
  • Children's and Adults Social Care
  • Police
  • Probation Services
  • Youth Offending teams
  • Health
  • Education
  • Housing
  • Transport
  • Community safety
  • Local safeguarding partners
  • Local businesses
