Warwickshire County Council has been successful in their bid to the Home Office to participate in a Pilot to devolve decision making for child victims of modern slavery.

From the 20th February 2023, all NRM referrals completed by professionals for Warwickshire children will be referred to a local multi-agency NRM Panel set up for the purpose of making decisions on whether the children are victims of Modern Slavery. This is a positive step for young people in Warwickshire, bringing more effective and timely decision making by agencies known to the child and connecting them to local safeguarding and support. Our aim is to get decision making to under 60 days compared to the current average of 437 days for conclusive ground decisions.

The process will be facilitated by a NRM Coordinator who will coordinate the collection and analysis of information required by the Warwickshire NRM Panel to enable decisions to be made on the referrals. The Coordinator will be available to support practitioners assessing and supporting victims of modern slavery, providing specialist guidance and advice, and raising service standards regarding modern slavery and use of NRM through the provision of training and awareness.

Professionals are encouraged to understand and recognise the signs of modern slavery, including exploitation and trafficking, and know how and where to refer concerns. Guidance can also be found via the exploitation and trafficking procedure  and training is accessible via the Warwickshire Learning Hub. The Panel success relies upon NRM’s being completed on a consistent basis in appropriate circumstances and our aim is to increase the number submitted through the course of the Pilot.
